Preference of the general public over specific groups and obtaining public satisfaction As a golden rule of governance derived from Alavi wisdom

Abstract

The Islamic state has been ranked third in the five stages of reaching the new Islamic civilization - revolution, system, government, society and civilization. In all types and forms of government, whether classic or new, gaining the satisfaction of the public, at least in declarative politics, is one of the most important issues of the rulers. In the course of ruling and managing a country, the will of the general public and certain groups may not be aligned; The question is, in this case, which is the duty of the government or the government to prefer over the other? In this research, a rational and reasoning method was used for analysis, and a narrative method was used with reference to the documented speech of Imam Ali (a.s.) and its description in reliable sources, and a study of history and history was used to collect data. n the end, it was concluded that in the decree of Imam Ali (a.s.) Malik Ashtar Nakhai for the Emirate of Egypt was ordered to prioritize the public's desire (satisfaction and anger) over the private and to gain the satisfaction of the general public Considering the importance, effect and explanation of this matter in the Alavi government, it can be referred to as the golden rule of governance.
