Analyzing of situation of Rural Development in Development Programs of Iran (The Focus on the fifth and sixth Development Programs)

Abstract

The inevitable role of villages and their increasing importance in the development process and national economy of countries has been widely discussed in the global arena. Villages are the smallest territorial space in the country's divisions that play a high potential for advancing national development; in other words, the village, as an economic, social and cultural entity, is the basic unit of national development. In Iran, villages have always had an important role and position in the country's economy and macro-planning. The main objective of this study is the position of rural development in development programs after the Islamic Revolution, with an emphasis on the fifth and sixth development programs. The research method in this article is descriptive-analytical and the data collection tools are library, internet and documents. Content analysis in this research is thematic and in fact the unit of analysis is the themes in the text of legal articles, macro-goals and policies in the analysis of the fifth and sixth development programs. The results of the study show that both programs jointly emphasize the development of rural development, rural land management, agricultural development, and the development of employment and health of rural people. In addition, the Fifth Development Plan emphasizes goals such as the development of technical and vocational education for rural people, the development of rural cooperatives, and the development of rural transportation. In the Sixth Plan, the goals of rural health development, the development of information and communication technology, and the economic and sectoral development of villages are considered separately from the Fifth Plan. However, it seems that attention to development and infrastructure strategies, the elimination of deprivation, and the response to basic needs have overshadowed these programs, and the issue of rural development with a human-centered perspective can provide the basis for its better promotion.
