Iran and the New Global Order After the Ukraine War: Strategic Opportunities and Challenges

Abstract

The war in Ukraine, as a pivotal turning point in the evolution of the international order, has intensified structural anarchy and accelerated the shift towards multipolarity, presenting Iran with profound strategic opportunities and challenges. This article employs the theoretical frameworks of Realism and Structural Neorealism to analyze this issue. The research findings indicate that on one hand, this new order—particularly through the global energy crisis—has created a unique opportunity for Iran, as a holder of vast oil and gas resources, to enhance its role in global energy security. By strengthening strategic alliances with Eastern powers, notably China and Russia, Iran can create a balance of power against Western pressure. Furthermore, the new multipolar landscape provides the possibility for broader diplomatic maneuverability and an escape from isolation for Iran. On the other hand, persistent crippling sanctions, intensified regional rivalries with actors such as Saudi Arabia and Israel, the risk of over-dependence on Eastern power blocs, and the necessity for internal reforms to increase national resilience constitute major challenges for Iran. This research concludes that Iran's success in this new order is contingent upon adopting a pragmatic and multidimensional strategy. This strategy must emphasize the maximization of national interests, the enhancement of relative capabilities in economic, military, and diplomatic spheres, while simultaneously maintaining strategic autonomy and avoiding excessive dependence on any single global power bloc. Navigating this complex landscape requires astute diplomacy to leverage emerging opportunities while mitigating inherent risks.
