Regulating the external relations of the Islamic state with other states is one of the most important orders of the Islamic religion to Muslims. Considering that the Supreme Leader's speech, including the statement of the second step of the Islamic Revolution, originates from and is influenced by divine teachings; Therefore, based on this order, one of the main axes of the statement is dedicated to this issue. In this research, using the tools of library study and qualitative content analysis, we are looking for an answer to the question of what requirements are prescribed for the foreign policy of the revolutionary government in the Quranic and narrative teachings, and how these requirements are reflected and raised in the guidelines of the Supreme Leader. Is. The findings of the research show that in Islamic sources there are seven constant and constant principles of negation of domination and acceptance of domination (dignity); anti-tyranny, justice and anti-arrogance; supporting the oppressed and liberation movements of the world; support and defense of the Muslims of the world; pacifism and peaceful coexistence; Non-interference in the internal affairs of countries and mutual respect and commitment to international agreements and treaties have been prescribed as requirements for the foreign policy of the revolutionary government. Also, the findings indicate that one of the most important demands of the Supreme Leader is the formation of a revolutionary government. In his guidelines, the mentioned seven principles have been specifically proposed and demanded in order to guide the foreign policy
