Aiming to theorize the relationship between "national identity" and the "Islamic Ummah," this research formulates a Quranic model of convergence based on the dialectic of two principles, 'Ta'aruf' (mutual recognition) and 'I'tisam' (holding fast), and analyzes its application within the strategic thought of Ayatollah Khamenei. This study was conducted using a descriptive-analytical method, employing qualitative content analysis. The research population comprises key exegeses of the Holy Quran and the collected statements of Ayatollah Khamenei, which were selected via purposive sampling. The validity of the research was established through the cross-validation of multiple sources. Findings indicate that the Holy Quran formulates a dynamic model through the dialectic of two principles: 'Ta'aruf' (the affirmation of identity-based plurality, per Surah Al-Hujurat, 49:13) and 'I'tisam' (the imperative for transnational unity, per Surah Al-Imran, 3:103). The synthesis of this dialectic is achieved through the transcendent axis of 'Taqwa' (piety), which nullifies pre-Islamic (Jahili) hierarchies and integrates these pluralities within a cohesive 'single Ummah.' This theoretical model is transformed, in the thought of Ayatollah Khamenei, into an operational 'strategy of resistance' against the hegemonic system's divisive stratagems. Within this framework, national identities retain their existence while achieving cohesion and strategic strength under the umbrella of the single Ummah.
