Public participation in political systems is one of the most significant factors in ensuring the efficiency and stability of governments. In Islamic governance, such participation is not only recognized as a social right but also regarded as a religious duty. This article aims to examine the capacities of the Constitution of the Islamic Republic of Iran regarding responsible public participation in governance, based on Ayatollah Sayyid Muhammad Baqir al-Sadr’s theory of the “dual foundation of legitimacy: divine and popular.”
The findings indicate that the Iranian Constitution, through various mechanisms such as Articles 6, 8, 27, 56, 100, and 174, guarantees people’s participation at the levels of legislation, execution, and supervision. According to al-Sadr’s theory of the vicegerency of man, the legitimacy of a political system is neither solely divine nor merely popular, but rather a combination of both. Therefore, responsible public participation in the Constitution of the Islamic Republic of Iran represents the practical realization of the theory of vicegerency of man and the popular pillar of legitimacy.
