The nexus between theological foundations and governance models is a fundamental necessity in Islamic system-building. In this context, “Divine Sunnahs,” as immutable laws governing existence, play a pivotal role in analyzing social and political transformations. The main objective of this research is to elucidate the mechanism of these Sunnahs’ impact on the stability or decline of governments, relying on the exegetical views of Allameh Tabataba’i. Using Qualitative Content Analysis method, this study identifies and extracts the key governance implications of Divine Sunnahs through a systematic coding process in Tafsir al-Mizan.
The findings led to the identification and categorization of 20 key Sunnahs in Islamic governance. Foremost among these is the “Sunnah of the Dominance of Sunnahs” (Meta-Sunnah) as a governing principle, which proves the supremacy of the ontological system (Takwin) over the legislative system (Tashri). Other Sunnahs were elucidated in political, security, and social dimensions (such as the Sunnah of Mutual Guarantee [Tazamon], the ontological reflection of actions, conditional divine support, and the transformation of blessings into afflictions).
The study concludes that Islamic governance, beyond being a mere social contract, is a system based on the “conformity of legislation to ontology.” Recognizing and adhering to these Sunnahs is not only a doctrinal duty but also a strategic necessity for “futures studies of crises” and “guaranteeing efficiency”; for according to the research findings, any policymaking in conflict with these definitive Sunnahs is doomed to failure and structural elimination.
