When examined through the diagnostic lens of oversight gaps and the inefficiency of accountability mechanisms, corruption emerges as a pivotal issue for elucidating transparency, accountability, and justice in the Islamic Republic of Iran, exerting profound consequences on institutional efficiency and public trust. This study analyzes corruption from the perspective of "governance deviation," employing a descriptive-analytical methodology and a structural-institutional approach. The research’s conceptual framework posits corruption not merely as individual criminal conduct, but as an institutional phenomenon that crystallizes within a context of concentrated administrative authority, weak oversight, and the inefficiency of specific accountability mechanisms. Findings indicate that disruptions in law enforcement and the erosion of social trust lead to the weakening of the legal order and a diminished state capacity to administer public affairs. The study concludes that combating corruption at the governance level within the Islamic Republic of Iran necessitates a comprehensive strategy that extends beyond purely penal measures. This approach must be predicated on strengthening oversight and judicial institutions, formulating and enforcing transparent and holistic criminal legislation, enhancing transparency and accountability in administrative processes, and institutionalizing sustained protections for whistleblowers.
