The rapid transformations of the international system, the expansion of emerging security threats, and the increasing complexity of governance processes have made the reconsideration of fundamental concepts such as national sovereignty, expediency and national security a theoretical and practical necessity. In this context, the political system of the Islamic Republic of Iran, drawing upon Shi'a political jurisprudence, has sought to provide an indigenous, religious, and effective response to these developments. Imam Khomeini’s political thought, through the formulation of the theory of expediency, and its continuation and development in the intellectual framework of the Supreme Leader, Ayatollah Khamenei, has provided a significant framework for understanding the relationship between national sovereignty, expediency, and national security under the complex and evolving conditions of the international system. Accordingly, this study aims to comparatively examine these concepts in the political jurisprudence of Imam Khomeini and Ayatollah Khamenei and to explain their functions in addressing emerging security threats. The main research question is: What role does the concept of expediency play in the political thought of Imam Khomeini and Ayatollah Khamenei in redefining national sovereignty and strengthening national security against emerging threats? Using a descriptive-analytical method and documentary analysis of relevant works, speeches, and jurisprudential sources, the findings indicate that: (1) national sovereignty in both perspectives is understood within the framework of divine sovereignty, the Guardianship of the Jurist, and popular participation in the realization of the Islamic system; (2) expediency functions as a dynamic mechanism for balancing immutable principles of Islamic law with the changing requirements of governance; (3) national security is conceived as a multidimensional concept encompassing political, cultural, economic, social, and identity-related dimensions; and (4) Ayatollah Khamenei, building upon Imam Khomeini’s intellectual foundations, has elaborated new forms of threats, including soft warfare, cognitive warfare, and hybrid threats. The results demonstrate that Ayatollah Khamenei’s thought represents the continuation and modernization of Imam Khomeini’s political jurisprudence, while the interconnection between expediency, national sovereignty, and national security provides an indigenous and effective model for confronting emerging security challenges.
