The aim of the present research is to explain the security requirements of ethnic policymaking in the Islamic Republic of Iran, with an emphasis on the era of globalization. In this regard, the current research seeks to answer the main question: "What are the security requirements of ethnic policymaking in the Islamic Republic of Iran with an emphasis on the era of globalization?" The research has been conducted with a qualitative approach and thematic analysis method. The research data was collected through semi-structured interviews with experts in the fields of policymaking, security, and ethnic studies and was manually analyzed at four levels, including initial codes, basic themes, organizing themes, and overarching themes. In the first step, from a total of 153 initial codes, 25 basic themes were extracted. In the second step, based on the functional similarities of the basic themes (in the form of 7 organizing themes: indigenously oriented political participation, flexible and forward-looking governance, cultural identity building and national cohesion, justice-oriented hybrid policy, interaction-oriented soft policy, confronting external threats and psychological warfare, comprehensive and sustainable security), and 2 overarching themes (recreation of endogenous and interactive policymaking, ensuring security and national cohesion in the context of new threats), they were categorized. The findings indicate that in the era of globalization, ethnic security in the Islamic Republic of Iran is achieved when policies are redefined based on the political participation of ethnic groups, social justice, multi-level governance, and cultural and media interaction. Ethnic security is a multidimensional matter that cannot be achieved without justice, trust, and soft power. Therefore, ethnic policymaking should move from a control-oriented model towards interactive, justice-oriented, and identity-building policymaking; a model in which ethnic groups are considered not as threats, but as sources of security and national security assets for the Islamic Republic.
