This study aims to explain the dual role of the educational system in the Pahlavi era; a role that, on one hand, served as an instrument for legitimizing the regime and, on the other hand, as a groundwork for its decline. In terms of purpose, this research is fundamental, and in terms of nature, it is qualitative, conducted through the historical-analytical method. The research population includes all documents, library sources, and scientific articles related to educational developments during the Pahlavi period (1925-1979). Sampling was purposive, and sources most relevant to the research topic were selected. Data collection tools were structured note-taking and index cards. Data validity was ensured through triangulation (sources, theories, and researchers). Qualitative content analysis was employed to analyze the data. Findings indicate that Reza Shah pursued educational modernization for legitimation by establishing the Organization for the Cultivation of Thoughts, controlling textbooks, and purifying the Persian language; similarly, Mohammad Reza Shah continued this path by implementing the White Revolution and establishing the Literacy Corps. Conversely, society exhibited various reactions, the most significant being the establishment of over 180 Islamic schools as an alternative to the formal educational system. Consequently, the Pahlavi educational system, despite its initial purpose of legitimation, transformed into a catalyst for critical awareness and revolutionary mobilization due to its authoritarian nature, neglect of the socio-cultural context, inequality in resource distribution, and the agency of teachers. This historical paradox demonstrates that modernization, pursued without regard for societal identity and beliefs, not only fails to achieve sustainable development but may also lead to political instability.
